STANDARDS OF COVER & DEPLOYMENT ANALYSIS
Conduct an organizational analysis of the CLIENT based on the following objectives. This evaluation aims to assess CLIENT's operations in comparison to industry standards, best practices, and benchmarks (e.g., NFPA, ISO, CPSE, CFAI), while also providing a foundation for future improvements.
Task A: Review of Historical System Performance
To the extent data is available, review areas affecting service levels and operational performance. This will include:
• Service Demand Study: A service demand study that will analyze and geographically display current service demand by incident type and temporal variation.
• Resource Distribution Study: Overview of the current station and apparatus deployment strategy, analyzed through GIS software, with identification of service gaps and redundancies in initial unit arrival.
• Resource Concentration Study: Analysis of company and staff distribution as related to effective response force (ERF). Analysis of response time performance capability to achieve full ERF.
• Response Reliability Study: Current workload, including unit hour utilization (UHU) by station and response unit. Analysis of call concurrency and impact on ERF assembly (resource drawdown). Analysis of call concurrency and implications for resource exhaustion. Review of actual or estimated failure rates of individual companies.
• Capability Study: An assessment of the district's maximum emergency response capabilities, including those augmented by automatic and mutual aid agreements, and an analysis of the impact these aid systems have on overall service capacity.
• Historical and Live Traffic Performance Summary: Analysis of actual system reflex time performance, analyzed by individual components (e.g., call processing time, turnout time, travel time, and overall response time). Analysis of time of day, week, and month impacts caused by commuter traffic, traffic control devices, and road conditions.
• Other analyses necessary to determine operational performance.
Task B: Population Growth & Service Demand Projections
Conduct an analysis of community growth and service demand projections.
• Population history and census-based population growth projections.
• Estimated service demand projections on resource deployment.
Task C: Examine the Effectiveness of Inter-Jurisdictional Response (contribute)
The geographic area served by the CLIENT is adjacent to multiple independently operated volunteer fire agencies. While these agencies are not part of the CLIENT organization, their proximity and operational roles contribute to the broader emergency services landscape in the County. This task will involve an assessment of inter-jurisdictional response effectiveness, with a focus on how coordination, mutual aid, and automatic aid agreements support service delivery across jurisdictional boundaries. The evaluation will consider the performance, benefits, and limitations of these inter-agency relationships to identify opportunities for improved collaboration, resource sharing, and response outcomes—without presuming authority or oversight of independent agencies.
