Excel Tool: API 650 Settlement

I need a self-contained Excel workbook that evaluates above-ground storage-tank settlement strictly in line with API 650 / API 653 requirements. The focus is settlement evaluation only—no volume or stress calculations.

My workflow is straightforward: I bring in historical settlement readings taken with a total station (horizontal distance and elevation change around the shell). Once the data are pasted into the sheet, the file should automatically:

• Convert the raw field measurements into the parameters required by API 653 (out-of-plane settlement, edge settlement, tilt, etc.).
• Flag any values that exceed the acceptable limits in the standard.
• Produce clear graphical reports—ideally a polar plot or similar that highlights high spots and low spots—alongside concise summary statistics that I can drop directly into inspection reports.

A simple ribbon button or clearly labelled worksheet tab for “Import Data / Refresh Results” would be perfect; VBA is fine as long as everything stays within Excel.

Deliverables:
1. Unlocked Excel file with formulas/macros.
2. Example sheet filled with dummy data so I can see the workflow.
3. One-click export of the graph and stats to PDF.

Please base every calculation on the latest language in API 650/653 and add comments in the cells or code so future inspectors can follow the logic.
