Excel Calculator for Mechanical Testing Charges

I need an Excel calculator to compute testing charges for various mechanical tests. I have excel sheet with fixed cost for each test for each laboratories . I need to develop calculator with fixed , variable and marginal cost with data validation and formuales to give test charges for 1 to 1 million pcs for testing

The calculator should handle the following tests and calculations:

- IGc (Intergranular Corrosion)
- PMI (Positive Material Identification)

Ideal skills and experience:
