Australian property listing monitor — check a fixed address list weekly (VIC)

What I need
I have a list of ~34,000 Victorian residential addresses (street number, street name, suburb, state, postcode). Once a week I need to know which of these addresses are currently listed for sale, and specifically which ones are newly listed since the previous week. Output as a simple spreadsheet (CSV/Excel): matched address, source, price/price guide, listing URL, date first seen, and a "newly listed" flag.
Coverage of realestate.com.au and/or Domain — I understand both actively block automated access, so I'm hiring for the person who has a reliable, maintainable way through this, not a quick hack. If you can only reliably do one of the two portals, say so and I'll consider it (they carry largely the same listings).
How I want to run it (please propose, don't assume)
Tell me which of these you'd deliver and why:

a hosted service/dashboard I log into and download the weekly result from, or
a scheduled cloud job that emails me the weekly spreadsheet, or
a licensed data feed / official API approach instead of scraping (e.g. PropTrack, Cotality/RP Data) if you think that's the more robust path — I'm open to this.

I don't want to be manually running code on my own laptop long-term.
Non-negotiables (please confirm you accept all before bidding)

All source code and configuration delivered to me and mine to keep, even for a hosted solution. No black boxes.
You will walk me (a non-developer) through exactly what it does, and it will contain only what's needed for this task — no unrelated network calls, no bundled/obfuscated code, no unexplained dependencies.
My address list is confidential. State how you'll handle and store it, and confirm it won't be reused, resold, or retained after the job.
Plain-English documentation for a non-technical owner.

How this is structured (low risk for me, fair for you)

Milestone 1 (small paid POC): demonstrate it reliably pulling current for-sale listings for ~10 suburbs I nominate and correctly matching them against a sample of my list. Paid on delivery of this working demo + the source.
Milestone 2: full solution across all ~2,200 suburbs, weekly automation, documentation.

Your approach (scraping vs licensed data), and honestly how durable it is.
Have you specifically dealt with realestate.com.au / Domain's bot protection before? Examples welcome.
Rough monthly running cost - ideally $0 or as low as possible (proxies, APIs, hosting?).
What breaks it, and what maintenance realistically looks like.
