Access Database for Operational Data

I need an Access database designed that will track grants for my small non profit. I need a database with a 'budget' table and an 'actuals' table. I need the ability to create a grant and 'reserve' categories of expense from the budget, by month and amount, so that those dollars cannot be pledged to other grants. I then need the ability to update the 'actuals' table with financial actuals (expense type, month & amount). Then need the ability to run reports showing how much of the budgeted and actual amounts have been used by all the grants, and filter whether those grants are 'approved', 'pending', or 'in creation process'.
