FLUTTER video app - style popups and create new tab landing page

I have flutter app that downloads videos. I want to complete the following tasks:
1. Style permission warning panels same as android permission panels. Float, not docked to bottom of screen. Styling only, don’t change function. Do not style all panels but 2 specific panels.
2. When app is launched from shortcut icon (as you normally open an app), open or direct to a static page with text and images (you will create this simple page with dummy text and images) AND don’t show the “DOWNLOADS” tab. Only show “DOWNLOADS” tab when downloading.
