Dart: Modify dartfmt to support internal code formatting standards

We are looking for a Dart developer to modify dartfmt to support custom styling of dart code. We have a specific format we like to work from (coming from typescript) and want dartfmt to support our internal standards. The modified dartfmt will need to work for future versions of dart, for flutter and be able to be used by IntelliJ.
We can provide the specific format when we find the right developer. Things like, line spacing after functions, bracket positions, among many others are all items that need to be addressed.
