I need a website layout (multipage) that is responsive and works on Andrioid and Apple products

I currently have a site Nurse411.com, with very outdated layout that is NOT responsive. I strongly prefer Bootstrap, as I have slightly more than basic understanding of it. This is ONLY for the site/pages framework/visual design and functional menus and sidebar and such. I need several different page layouts. I like the general page layouts and sections on Nurse.com, I like the course layout and the blog page and actual blog articles layout with the various content area drop down menus on with the collapsible sidebar with the content sections listed and the footer layout on CEUfast.com. I do NOT like the "white space" of the NursingCE.com pages, but I DO like the layout of the CE Courses and CE Packages pages. I WOULD prefer that each course or package box is collapsed to just a picture and a title, and THEN can be opened to reveal the info in the box, as seen in the attached images.

I want the layout, WELL DOCUMENTED, OVERLY DOCUMENTED, so that I or future freelancer hires can easily add or amend the code as needed.

I want the sidebar and anything collapsible to collapse, menus to link to the correct pages and page layouts for the page (such as blog, courses, etc.)
