I need a webpage built in HTML & CSS

Hi - I need a simple webpage built in HTML & CSS only, it is your choice if you want to use Bootstrap or FlexBox.
The page needs to be mobile optimised.
I have attached 2 links to show you the designs.
All of the assets, images etc can be taken directly from the XD links.
Please look at the designs before you give me a quote - whatever price you quote for this is the price we will go with, please don't give me a price and then look at the designs and then raise your price as you will just be wasting both of our time!
Please be aware that I am a developer and I can do this project myself but simply do not have the time!
