html css bootstrap

I am looking for a freelancer who can help me with my personal website project. I already have a complete design or wireframe, so I need someone who can work with my existing design. The website will need an image gallery, so experience with creating custom galleries is a must. I also require a responsive design that looks great on all devices. The ideal freelancer will have experience with HTML, CSS, and Bootstrap. Additionally, I would like the freelancer to be able to communicate effectively and be open to making adjustments as needed.
