WooCommerce Dynamic Shortcode Creation

I need an experienced PHP and WordPress expert to design a specific shortcode for me. This WordPress shortcode is intended to display dynamic content from the exsisting WooCommerce database, focusing on product reviews. As well as the ability for customers to add reviews to individual items.

The main requirements are:
