Upgrade Existing WordPress Site

I require an existing wordpress site to be upgraded based on a new visual design. The term "upgrade" is used loosely here - we can build this site fresh without having to migrate anything from the existing site.

This is a mobile first website that should be responsive and work across on all screen sizes. This is a small site with only 9 static pages and 3 of them have "interactive" elements [popup display of images, contact us, stay on page mascot as the user scrolls the page].

I have the figma files [and have full hires graphic assets] already therefore this project is to implement the new look.

Specific requirements:
- Build the wordpress site using the latest wordpress version
- Use elementor pro and astra theme.
- For the contact us using WP Forms
- For the locations "page" it will show the locations. Each specific location will link to a location specific page for SEO purposes.

Notes:
1. This project is not to copy in full image files for the page. Instead you are to leverage Elementor widgets, components, blocks, elements, sections, etc. to implement the pages.
2. The locations and testimonials pages have not been created in Figma yet, the figma file will be provided for that too.
