Unable to update CSS code in VS

Im trying to make changes on my website but for some reason, one of my styles sheets, is not updating. I am currently using VS.
and im not sure if im supposed to run a command like in scss or what Im supposed to do. Im not a developer, I just know how to make small changes to site. SO need some help to figure out why style sheet not reflecting changes.
