Startup looking for Front-End Developer SCSS, HTML, CSS, JQuery, FreeMarker, Google Lighthouse / Performance

We are a young startup from Germany and are looking for a new Front-End Developer. We need someone who knows his way around SCSS, HTML, CSS, JQuery and FreeMarker.
Do you have any knowledge in making the code optimal for the google search engine? (structured code)?
We'd need you 4-6 hours / day. As a startup 50$ is too expensive at the moment. Could we start with 30$ and then see how our collaboration is going and then talk about a raise again after a few months?
