Smarty Templates for 49 Simple Pages

I'm looking for an expert in Smarty Templates to help me template 49 simple pages for my website.
10 front end - the “hardest part”
7 members panel “ Simplistic”
32 admin panel “very simple pages, sidebar nav like wordpress that turns into sticky header with hamburger menu on moblie.
no reason a good CSS/HML coder couldn’t get this done in a single day
The designs for these pages are ready and will be provided. You will be responsible for templatinh the Smarty Templates based on these designs.
Ideal freelancer for this project should have:

I have a Google doc with full explanations. Upon approval, I will send you a zip file with all the .tpls. Then you template and send back.
