Simple web design and UX project

Budget: $30 – $250 USD

I have a web application that is currently in Beta (https://stormwindow.stormchasingusa.com), which is a map based web application to track storms and storm chasers. The major parts of the application is the map, the indicator fields (amount of tornadoes etc) and the inputs (slider, and a few buttons). When it comes to the web design here, I refer mainly to the header, where all the user interaction takes place.

What I need you to help me with is to:
- Provide me with a Bootstrap-design (delivered as HTML+CSS) that:
--- a) Makes sense in terms of user interaction with the application. As for now, I have more or less crammed everything into the header. This should be solved in a more elegant and well-thought manner.
--- b) UX-Solutions that works for smartphone, iPad as well. Not only responsive but hiding and showing inputs and indicators in a smart way.
--- c) Help with, specificalluy, the slider - which is the main input tool for the end user. I would like it much more prominent but can't even make it width: 100%.

I expect you to:
- Understand what the application does in order to be able to prioritize how to show indicators and inputs in a smart way.
- Come up with solutions and discuss them with me
- Deliver a HTML + CSS solution (based upon the html-source)

This is more of a UX project than a focus on a fancy design.
