Responsive Landing Page

We require a landing page for SynComm (synthetic commodities), all other pages have been completed. The job includes style sheets (bootstrap etc.) to make this fullscreen on different aspect ratios, and some simple code (JS etc) for the hover effects. Please refer to the attached pdf for design, I would prefer if the icon links in the flashing light beams be editable with icons or transparent PNGs.
