Responsive HTML/CSS Website Based on Images/Frames/Scroll

I have a psd website (background / frame / content / navigation (about 7 sections/ tabs on the navigation) in the middle and some pages have a scroll and the content some links that may change or add) I need someone that can convert this the best way (a mobile version will be provided too) Open to your comments and suggestions.
Some pages will have more info (images with external links) So what I think is the background will not moved the frame has different models and the box inside the content and possible will add more but I want to be able to add it later as well. Let me know. I will provide all content.
The project is urgent so we need to start right now if you are available.
