Recreate an existing website component - Front-end only HTML/CSS

I'm looking for someone to copy the existing websites component and it's on hover animation. This requires solid knowledge of HTML & CSS please do not apply unless you have this understanding.

Under the feature websites section, you'll see an image with an on-hover animation. This can be achieved with just html/css. I'm looking for someone to re-create this website component only. No need to recreate the whole page. This element/component must be re-built I do not want the whole CSS file from the website.
