PayPal-Style Scrolling Animation

I'm looking for a skilled CSS and jQuery developer to replicate the scrolling animation from the main content section (see attached Screenshot_3.png) of the PayPal homepage on our 2 sections of homepage (see attached Screenshot_4.png, Screenshot_5.png).
Requirements:
- The animation should trigger when an element comes into view, similar to PayPal's effect.
Ideal Skills and Experience:
- Strong proficiency in CSS & jQuery
- Experience with scroll-based animations
- Familiarity with animation libraries (like AOS or ScrollMagic)
- Attention to detail to ensure a close match with the PayPal effect
