PDF Content Extraction to HTML

I have many PDFs with text, fillable fields and tables with fillable fields, and I'm looking for a professional who can show me a way to easily render / convert the contents into HTML. The purpose of this conversion is to be able to convert many forms into HTML so we can post them on an internal website for the forms to be filled out.
Key Requirements:
- Converting PDF content to HTML without compromising quality or format from the original document
- Ensuring that ALMOST all text, and tables are accurately transferred. It doesn't have to be perfect but excellent and close
- Compatibility with desktop devices
