Optimization on google blogger blog to go up 90+ on pageinsight

I am looking for a freelancer who can optimize my Google Blogger blog to increase its page speed score on PageInsight by 90 or more.
I'm familiar with some improvements and i have already made some change for optimization purposes, but I need someone who can help improve my page load speed.
Some of the aspects of my blog that I would like to prioritize for optimization include:
- Minimizing HTTP requests
- Optimizing images
- Minimizing CSS and JavaScript
- Enabling browser caching
- Compressing files
- Optimizing code
The ideal candidate for this project should have experience in optimizing Google Blogger blogs for page speed and should be knowledgeable in the following areas:
