Offline Labor Dispute web Development

I need a full stack developer to build an offline-compatible web/desktop application focused on labor dispute resolution for workplaces.

Requirements:
- Convert existing Codepen prototype into a fully offline-capable application using Electron.js or Progressive Web App.
- Enhance functionality with database integration (preferably SQL), document generation, and more robust workflows.

What I already have:
- Working Codepen prototype demonstrating UI/UX and core functionality
- Detailed design and workflow
- Labor law references
- Organized folders with relevant laws and templates for sidebar

Ideal skills and experience:
- Proficiency in Electron.js and/or PWA development
- Strong backend development skills with SQL databases
- Experience in application development with document generation and workflow automation
