Need to fix navigation bars in my HTML/CSS/JS page when showed on mobile devices (problem with scaling)

I am looking for a skilled developer who can fix the navigation bars on my HTML/CSS/JS page when viewed on mobile devices. Specifically, I need help with the two top navigation bars. One of the navigation bar is very custom and use JS scripts to load its content, the other one (total top) is quite standard.
I'm sending a video, CHECK IT OUT. In the first minute of the video, everything works as should, then when switched to mobile device view (Landscape), the navigation bar is totally wrong. Even more, if switched to portrait view, then even the top navigation bar with 4 buttons is wrong. I'm looking for someone who can fix it for mobile devices (landscape & portrait view). The view for notebook browsing must remain the same,
BTW: The same problem is shown when viewed from a notebook, just the browser's window is reduced, hoping that this will resolve itself when fixed for mobile devices.
I will send the source codes for the chosen freelancer, but for reference check out the video!
