Make 2 SVG logos for CSS/HTML embedding

Greetings!
We have an old logo that has two versions (one for dark background and one for light backgrounds) that we would like converted to SVG for web sites and lasers.
Automated tracing of the originals is not acceptable; though also not necessary as we have the original vector art they were based on. You will need to add some lines to the "white" version that we don't have in vector. The original artist also used some white sections in the lips, eyes, and other areas that you will need to clip out. The finished product should have only one color so that the background will always show through.
The final deliverable must be usable in HTML documents so that the fill and stroke can be set in CSS (we will always set them the same).
While this looks like a pretty simple SVG logo, there are some technical aspects. You don't have to hand-code the SVG, but you should be comfortable editing the code, if needed.

- black-example.psd - raster art file demonstrating the desired design
- white-example.psd - raster art file demonstrating the alternate desired design. Note that it has reverse color ring and that there is an additional line inside the ring that you will need to design and add
- example.html - an example HTML file that we will use to test your work
- seal2.eps - original art file provided by original artist. Inside are 4 items. Ignore the two on the left. The two on the right can be used to start your design. Note that they have white parts that need removal.
Deliverables:
- SVG file designed like the white-example
- SVG file designed like the black-example
- example.html edited to show both logos with background showing through
Remember, automated tracing of the existing designs is not what we're looking for. We want someone to actually manipulate the vectors. Also, as soon as we post this there will be a bunch of Freelancers who immediately post that they can do the project for a really low price, but haven't read this. This project has a lot of small details. Help us skip those Freelancers and go straight to yours by making the first word of your reply "stegosaurus". :) In the past, only 25% of Freelancers responding include this. We will probably use the work you produce for more than a decade, so we're very excited to meet you.
