Javascript for WordPress-/Elementor-Website

I need some Javascript for two effects on my WordPress-Website with Elementor.

First task:
On some pages I want to scroll sideways (to the right) instead of scrolling down. Also the scrolling should not be continuous, but snap to the sections. Basically all downwards scroll commands need to scroll one section to the right (for scroll command "down") or left (for scroll command "up").
I already have a first version, which works great when using a mousewheel on desktop. On mobile you sometimes jump multiple sections to the side. Also when using an Apple mouse or trackpad the effect does not work correctly.
Furthermore on mobile devices some sections will get cut in half on purpose, so the snapping point needs to be customizable between desktop and mobile.

Second task:
The website has a fixed menu and logo with transparent background. Some sections have full-width backgrounds with dark colors. When these sections are in the viewport, the color of the menu and the logo needs to change to white instead of black.
Basically I would like to change the (fill) color of certain elements when sections with a certain class are in the viewport. I believe this should be doable with "Intersection Observer".
