Image Frame CSS Animation

I'm looking for someone to deliver a HTML/CSS solution to the following:
Image frames that animates around it like this link: https://www.redherring.net.au/
In the example above, it's showing one big image in the background. We need it so I can put an image behind each circle separate to each other like the screenshot attached.
Ideally, this will need to be responsive so it can be scaled up and down to different device sizes and stays in the same position relative to each other.
