Help me create a responsive website template

I'm looking for a well seasoned front end developer who is just as knowledgeable as they are technical about CSS and HTML to help create a responsive site WITH me. The site has no data is literally just a template but I need someone to help me build it together so that I may learn and get first hand experience.

The site must be built for Desktop, Tablet, & Mobile. I'm looking for someone who is familiar with SASS & Figma. Attached is a screenshot of the Site I want to build. Teamviewer is preferred but Zoom is also acceptable.
