HTML file for email blast

I am looking for someone to create an HTML file for an email blast. I need help with the design for the layout and with finalizing the content. The purpose of the email blast is to announce an event, so the content needs to be optimized for this purpose. I have a rough idea for some of the content but I need help bringing it to completion. Finally, I will need multiple variations of the email, so please keep this in mind when making your bid.
