HTML/CSS Expert for Monthly Customer Email

Our company is building a monthly email that is sent to customers. This HTML/CSS email will include a chart with other dynamic areas that need to be data driven using template tags.
We currently use Klaviyo for email marketing (https://help.klaviyo.com/hc/en-us/articles/4408802648731-Guide-to-Template-Tags-and-Variable-Syntax-new-editor-) but this is not a requirement.
A sample email is attached. This email will need to be converted to HTML/CSS that can take as inputs data that will then be personalized for each customer.
