HTML/CSS/DESIGN Expert

I need someone to quickly create new pages based on a template/design i have for my home page. This should be very quick and precise. I have a page already you can use to build ideas and create these pages based on it.

Needs to be a front end developer with eye for design to make sure how you place the divs look good.
