WP Discussion Board Setup

I'm looking for someone to create a discussion board on my WordPress website using the WP Discussion Board plugin. The board will be primarily for general discussions.

Requirements:
- Use WP discussion board plugin
- Create login for discussion board users with requirement to agree to community guidelines
- Set up predefined discussion topics (no user-generated topics) include a request for new topic
- Implement advanced moderation tools (ability to delete/edit posts, warning and ban users)

Ideal Skills and Experience:
- Proficiency in WordPress and plugin integration
- Experience with discussion board setups
- Basic understanding of moderation tools
