Desktop PNG to HTML/CSS Conversion

I need to convert the chart I attached as an png to html/css format. There should be 16 circles in total, each circle should have 144 segments. Each chart segment must be a separate id in the css. It is also necessary that all the numbers are located as shown in the picture.
