UI Designer expert on Figma or any other UI Tool better than Figma

I am looking for a pro who can do UI design similar to this kind of newspaper website

Looking for Figma which can generate CSS code and work with react.js. Not sure if we need CSS framework like bootstrap or tailwind..
or even Tailwind UI can do everything?
