Creating Resume Using HTML CSS

I am looking for a freelancer who can create a resume using HTML and CSS. I have a specific design in mind for the resume, so I am looking for someone who is able to create it exactly as I envision it. The resume does not need to be responsive on different devices. I only require the final resume in HTML file format. Ideal skills for this job include proficiency in HTML and CSS. Previous experience creating resumes or other similar documents using HTML and CSS is also preferred.
