Create a static HTML page based on my design

I have designed a page on photoshop, and need it as html page with html&css codes. The page contains some pictures, logos, designs, texts, button with link refs, alignments etc. It is important that we may have a change on the design, so i'd like to indicate that we may redraw the design. Our time is restricted, we have approximately 20-22 hours, but this is a static html page and i think it won't be very difficult.
