Create a 3-Page Responsive HTML Website Based on a Sample Layout

I’m looking for a talented front-end developer/designer to build a custom, fully responsive HTML/CSS/JS website. The goal is to develop a 3-page website (Home, About, Contact) that reflects the structure and user experience of a publicly available sample website, used strictly for layout and design inspiration.
You are required to:
Develop a clean, professional HTML/CSS/JS website (no CMS, no cloning) and reff etherpr.com.
Design the layout based on the visual and structural inspiration of [a sample site] — link will be shared after hiring.
Ensure the site is mobile-friendly and responsive across all devices.
Use my brand color scheme:
Primary Red: #cc1b23
Secondary Blue: #0c67b0
Write clean, semantic HTML5 with external CSS.
Include basic SEO tags and fast-loading optimized assets.
Implement smooth navigation and basic UI interactions using JavaScript/jQuery if necessary.
