Convert Nicepage project to Responsive HTML

I have a website designed in Nicepage which I need converting into responsive HTML. Here are the key requirements:

- Convert main pages (Home, About us, Services, ...) along with the Blog page and other pages to be specified
- Use Bootstrap 3 HTML layout for forms
- Ensure the design is fully optimized for performance
- Provide non-minified CSS or SCSS for flexibility
- Create a mobile-friendly version of the site

The timeframe for this project is ASAP.

Ideal skills for this project would be:
- Proficiency in design, HTML, CSS and Bootstrap
- Experience with responsive web design
- Knowledge of performance optimization and mobile-friendly web design
- Ability to work efficiently and meet tight deadlines
- Russian language skill is a plus
