Consistently animated horizontal slider that the user can take control at any time

I am looking for a skilled developer who can create a consistently animated horizontal slider for my website. The animation style should be smooth and fluid, providing a visually pleasing user experience.
We're looking to replicate the slider found on MA.com (on the homepage, in the "Residential" section.).
You'll notice that the slider moves at a consistent, slow pace, however the user can take control at any point by hovering their mouse to pause it, and they can control the pace by clicking and dragging, or simply scrolling horizontally. This should be dynamic based on post category, and should use the featured image and one of the custom fields I have set up.
I currently have this set up using SmartSlider, however according to their support team, they don't offer the customization I'm looking for, as the animation is too slow to allow for a user-override. If you'd like the link so you can see what I've done so far, I can provide that.
