Clean up and Improve Website

I have created a website www.samarthbharat.com using a ready template available free. The website takes too long to load. It is probably due to a lot of junk in the form of scss, css and javascript files. I need someone to look at the scss, css files and the javascript files. Remove all that is not necessary and can be removed without significant drop in performance. Based on what has been removed, the developer also needs to tell me the changes that should be made in html files. The needed changes in html files will be done by me. I need very clean and crisp scss, css and javascript files - not the massive crappy files that are at present.The developer has to only work on the scss, css and javascript files. Website is already online. So, please look at the website before quoting. Time for project can be up to three to four weeks from finalization.
