Change UI (HTML/CSS) of existing website

We need a team to change the UI (HTML/CSS) of an existing website (about 300 small pages). We want to use a template to use or refer to for creating the new CSS.
Apart from basic knowledge of HTML / CSS and Responsive design, we are looking for a team who can deliver FAST.
