Carousel Slider with hover to enlarge feature

I need to display a group of logos horizontally on a website and would like them to automatically, slowly scroll horizontally across the page (see example image). When a user hovers over a logo, I would like it to enlarge and also be clickable to link to another page. NOTE!!! This also needs to be responsive.
