CSS expert required

I need an HTML and CSS expert who can make a text responsive and fix on a particular portion of the screen of any size. All HTML and other work are already done. You just need to make a text responsive and fixed in a selected area on the screen. Text size should change as per the screen size but the position of the text should not be changed.
Only expert needed and this should not take more than 20 minutes for a CSS and HTML expert.
