CSS Code for Ionic Tab Bar

We need to hire a developer / designer that knows CSS very well. We need someone to write the CSS for us for our Ionic app's bottom footer. We use the Ionic-Tab-Bar tag and it has custom CSS properties - https://ionicframework.com/docs/api/tab-bar - we need someone to write the CSS for our new footer. See attached image. We want the CSS for something like this.
