Build responsive UI from design using API's to DB

I need a UI developer to create HTML & Jscript pages from a graphic design. The UI will connect to a set of API's to a database system called TerminusDB. We will provide support on how to use the API's and there will be support available on any aspect of the APIs. I'm looking for someone that can build great responsive design knows how to manage APIs and hopefully once they get to know the system will be available for ongoing work on this project. We intend to create mobile apps in the future but the initial release will be web pages using responsive design. The ideal candidate will have experience in this area and will add value in both the development work and guidance as to optimum approach.
