I want some assistance with the header on this website:

I would like to have the mobile menu always be visible instead of the horizontal menu.
Has to work with bootstrap.
I must be 100% satisfied with the work.
Some adjustments to the middle advertisement in the header may be required.
All work should take less than an hour.
