Add transition effects to a web app

Our company currently maintains the following web app:

The web app allows graduates to view their graduation photos. On it, they can request photo treatment, (the phtoo treatment is done by the company - the company receives an e-mail requesting photo treatment, downloads the photo and then uploads it using another interface that you won't have to deal with).
You can use the following CPFs to access the app and see the states it supports:

22122600010001 - this CPF can request photo treatment. I suggest requesting treatment for a photo to see the screens involved. If other freelancers have already requested treatment for all photos, please request another CPF that we will provide for you.
22122600010002 - same as above.
The codebase that generates this web app is all written in Typescript, and no React or any other framework is used. We use webcomponents. We are willing to share the codebase of the project so that you can take a look at it before accepting the project. Just ask.
##### YOUR TASK IS THE FOLLOWING #####
All you have to do is implement transition effects in CSS.
No javascript or typescript alteration is allowed. No new javascript or typescript is allowed.
Use CSS only, and nothing else. No third party API, no library. Only CSS.
Your aim is to have it looking like the attached video.
The version in the link above is the one you are going to work it. It has several missing features, but your job here is animation only. No new feature to implement on your part. CSS ONLY.
