Create a NEW block chain network

Hi to all ,
I need to create new network like strongblock, and forge coins as POS ( prof of stake ) .

And an algorithm to get USDT (ERC20,TRC20) and generate coin for customers .
let me know whats you main language to use ?
let me know if we fork from other network how much my project price will change ?
if it works I don't have any problem if you do it before .
