Hyper deflationary Cryptocurrency

Good day , I am interested in creating a cryptocurrency which is Hyper deflationary. I would need some suggestions from the developer to achieve this but one of the things that I want to be a feature is that 1% of each transaction is taxed with a buyback and burn and I am looking for a way to have the currency divided in 3 baskets. 33% 1 = able to spend it in one month after purchase 33% 2 = Able to spend it in 6 months after purchase 3 = 33% Able to spend it in 1 year after purchase. This is to prevent whale manipulation and to make the currency stable growing.
