Retired Vet adopts special needs children

My sister has battled insane odds. She left home at 13 due to physical abuse and never came home. She has survived prostitution, gangs, alcoholism, addiction to every kind of drug you can think of, almost dying from multiple overdoses, and being beaten to within an inch of her life many times, including one time from her 1st husband. She gave up her first child from their 1st marriage as she knew she wasn't fit. She ended up joining AA and has been sober since. She also married a disabled veteran for her second marriage and he became the rock she needed in that part of her life, bought a home and had two children born with special needs. She became a champion for them and has been amazing in raising them as productful and amazing young men but they will always live at home due to their needs. In her 50's she had neighbors, that had 3 little children that they would babysit. Turns out the neighbors children were special needs as well due to both parents being drug addicts. Eventually, the parents were arrested for dealing/doing drugs and the children were to be awarded to the state and split up. My sister and her husband couldn't allow them to be split up and although they didn't know how they would do it, they decided to fight for custody. My sister has always suffered with many physical ailments so they really only had her husbands military checks and whatever the state could assist with. The attorney recognized how amazing my sister and her family was and became an advocate working pro-bono to assist her. She won custody and the children. They need a home with more room. Their current home is too small and inefficient as it has 3 bedrooms and 1 bath for a total of 7 people that live there.
Additionally, My mother lives near her in a senior living center with her brother. My Mom at 86 and her brother at 87 will need assisted living before too much longer, which she can't afford so my Mom and Uncle will need to move in with My sister and her family brinig the total to 9 people sharing about 1500 sq ft home with 1 bathroom.

I work for Mountain America Credit Union and I am working with them to see how much they can donate to the cause. Involving Mountain America Credit Union means involvement of news stations to spread the word as well. Early discussions look promising so we'll see. I also plan on reaching out to all the builders in AZ to see if we can get as much as possible donated. Potentially a whole home and possibly more.

I need you to build the fundraiser/crowdfunding page/event and a plan to tackle additional social marketing to generate as much as possible to get this done.

Worst case scenario;
We raise enough to add extra bedrooms/bathrooms to the current home

Best case scenario;
We raise enough provide a new big home for her and her husband and their 5 children, while also having enough to build a 2 bdrm guest apartment on the back of the property for my mom and her brother. Additionally, they need a bigger vehicle so I will work on utilizing Mountain America Credit Union relationships with dealerships to see if I can get a vehicle donated.
